Saxony's municipalities are to benefit more from the construction of wind turbines in future. According to the bill, affected municipalities are to receive 0.3 cents per kilowatt hour generated from 2026. The Saxon state parliament will discuss the draft bill from the CDU, SPD and BSW on Wednesday. The compulsory levy, which is higher than in other federal states, is to be borne by the wind turbine operators. Up to now, municipalities have received 0.2 cents for wind turbines approved from 2025 onwards.
"The expansion of wind energy can only be achieved with the population, it needs local acceptance," said Sören Voigt, Parliamentary Secretary of the CDU parliamentary group. Voigt also cited the bill as an example of how the consultation mechanism can work in a minority government. The CDU and SPD in Saxony are ten votes short of their own majority in parliament.
Warning against uncontrolled growth
The BSW had made an increase in the levy from 0.2 to 0.3 cents per kilowatt hour for local authorities a prerequisite for approval, said Sabine Zimmermann. The state chairwoman assumes that the BSW will negotiate more with the CDU and SPD in future - and mentioned topics such as the police law.
Saxony is also backtracking on its land use targets: the amendment initially aims to designate 1.3 percent of the state's land for wind energy by 2027. Two percent is to be achieved by 2032. This brings Saxony's land use targets into line with those of the federal government. The Greens warned against "taking the wind out of the sails" of the energy transition in Saxony, while the Left Party announced that it would abstain. The AfD, which intends to submit its own motion on the topic, warned against a proliferation of wind turbines in rural areas. Rural regions in particular bear the burden of the energy transition, it said.
