IWH boss: Development in the East is too often problematized

When discussing East Germany, problems such as emigration or a shortage of skilled workers are often brought up. Far too often, complains a leading economist. The East is not at a disadvantage.

The President of the Leibniz Institute for Economic Research Halle (IWH), Reint Gropp, bemoans an overly negative view of developments in eastern Germany. "I believe that this discussion about eastern Germany as a disadvantaged area that needs some kind of special attention is misleading. If you look at the fastest growing regions in Germany, they are regions in eastern Germany," Gropp told the German Press Agency.

He cited the Berlin area and Leipzig as examples. "They are growing faster than Munich, for example. At the same time, however, East Germany also has the fastest shrinking regions in Germany."

Gropp believes that the term "East German" is consistently used in a negative context. "East Germany is somehow only ever really East German when it comes to disadvantages, Leipzig and Berlin and the surrounding area are no longer considered East German in this sense. If things are going well, then it's no longer East German. It is very important to get away from this view."

Gropp in favor of abolishing the Commissioner for Eastern Germany

Against this backdrop, the economist spoke out in favor of abolishing the Commissioner for Eastern Germany. "I believe that East Germany can have a very good development ahead of it, but not if everyone keeps thinking that the East is disadvantaged. That's not true. And the Commissioner for Eastern Germany is a symbol of this repeatedly emphasized disadvantage of the East."

Since May 2025, SPD MP Elisabeth Kaiser, who comes from Gera, has been the Federal Government's Commissioner for Eastern Germany. Calls for this position to be abolished are nothing new. In the autumn of 2025, Sepp Müller, deputy leader of the CDU/CSU parliamentary group, campaigned for the position to be abolished and replaced by a commissioner for structurally weak regions throughout the country. Müller comes from Wittenberg in Saxony-Anhalt.

Warning of AfD victory

Gropp warned of an AfD victory in the state elections in Saxony-Anhalt in September. "I believe that every German company would then think very carefully about whether to invest in Saxony-Anhalt, simply because they would have problems finding employees." Investments from abroad would also fall nationwide, "because foreign companies don't differentiate between Saxony-Anhalt and Lower Saxony, for example". Gropp, who comes from the Ruhr region, has been at the helm of the IWH since 2014.
