Festival Encourages New Approaches to Vacant Properties in Cities

The “Light Our Vision” festival aims to use light art to stimulate urban development. To that end, this year’s festival is focusing on the issue of vacant properties—featuring a striking GDR-era building in the heart of Chemnitz.

The former Hotel Congress in downtown Chemnitz rises nearly 100 meters and is one of the city’s most striking buildings. At least on the outside, it is now being brought back to life as part of the “Light Our Vision” light art festival. The former flagship hotel has stood vacant since the beginning of the year and is awaiting a new purpose.

The goal is to creatively address such blights on the cityscape, explains Linda Hüttner of the Baukultur für Chemnitz association. The association is organizing the festival from September 17 to 19, supported by the municipal event agency C3.

The plan is to project interactive light art onto the facade that visitors can control themselves, says Hüttner. This will draw on classics from the world of video games. Other locations in the city center will also feature light art. Plans include a light labyrinth in collaboration with the Mozart Society on Jakobikirchplatz and a laser show on Düsseldorfer Platz.

Buildings will be showcased in a new light at dusk

The festival has developed an appeal that extends far beyond the city, notes Mayor Sven Schulze (SPD). What sets it apart from similar events in other cities, he says, is that it specifically addresses urban development issues—even the uncomfortable ones. “We want to continue this,” Schulze explains, also with an eye toward the “Unseen Biennale” planned for next year as a follow-up project to the 2025 Capital of Culture year. 

The Congress Hotel opened in 1974 as an “Interhotel” next to the nationally renowned Karl Marx Monument. Interhotels were upscale hotels in the GDR. At just under 100 meters, the building was also the tallest occupied building in the city. However, at the beginning of the year, the previous operator closed the hotel.

Vacancies Affect Many City Centers

The issue of vacancies affects many cities, not just in eastern Germany, says Hüttner. The goal is to encourage a dialogue about best-practice examples. The festival also aims to appeal to property owners’ sense of responsibility and spark a discussion about possible uses for such properties.

The light art festival “Light Our Vision” debuted in 2023 as a private initiative and has captivated many visitors every year since. According to reports, there were approximately 86,000 visitors in 2025.

Every year, on a weekend in September, various squares and buildings are transformed into a stage for light art as dusk falls. In the past, these have included the Marx Monument, the Opera House, and the main train station in Chemnitz.
