Cheap goods from China, illegal employment, drug smuggling - how customs should be better equipped to protect consumers and markets.

Fighting illegal employment and drug smuggling, coping with the flood of parcels in online trade - German customs is to be better equipped for its tasks. An additional 1,500 jobs will be created this year, said Federal Finance Minister Lars Klingbeil (SPD) at the presentation of the annual report at Leipzig/Halle Airport. Customs currently has around 49,000 employees nationwide.

More and more parcels with cheap goods from China

Klingbeil sees a need for action, especially because of the cheap goods from China. "It is a problem that Chinese junk goods are flooding our markets," said the minister. As a countermeasure, he referred to the abolition of the duty-free limit for parcels with a value of less than 150 euros, which is to come into force from July. A fee is then to be added at EU level by November at the latest. The new rules will affect online retailers such as Shein, Temu, AliExpress and Amazon. However, Klingbeil said that cheap goods should also be viewed more critically from an environmental and consumer protection perspective.

Customs officers are confronted with a growing flood of parcels from international online trade - especially from China. Last year, almost 790 million consignments with a value of 1.4 trillion euros were cleared, according to the President of the Directorate General of Customs, Armin Rolfink. In 2024, the figure was 595 million shipments worth 1.3 trillion euros.

Customs checks the contents of parcels for product piracy, species protection and banned medicines, among other things. It is also responsible for collecting import sales tax and customs duties. Customs collected a total of 157 billion euros for the German state in 2025.

The Federal Minister of Finance learned about the work of customs at the DHL Hub in Leipzig. Alongside Frankfurt and Cologne/Bonn, Leipzig/Halle Airport is one of the major freight hubs in Germany. Among other things, the officials showed the Finance Minister how a shipment declared as a vase can turn out to be the horn of a rhinoceros that has been sawn off or how they detect cocaine in a thermos flask.

Narcotics smuggling mainly by sea

Combating international narcotics trafficking is another focus of customs work. Last year, around 12,600 investigations were initiated nationwide in this area. In most cases, the drugs - especially cocaine - come to Germany by sea.

In total, customs seized around 69 tons of narcotics nationwide, including more than 54 tons of marijuana and around 6.5 tons of cocaine. The customs officers also found around 256 million cigarettes, around 7,500 prohibited weapons and 1.8 million pieces of ammunition.

Almost 100,000 criminal proceedings for illegal employment

Customs' Financial Control Unit (FKS) is responsible for combating illegal employment. Its employees checked around 25,800 employers last year. More than 52,100 administrative offense proceedings and around 98,200 criminal proceedings were initiated.

Undeclared work caused damage of around 675 million euros. "Undeclared work is no small matter. It is illegal," said Federal Minister of Finance Klingbeil. Not only is the economy suffering great damage, but the social security system is also losing considerable revenue.

New investigation units in the fight against money laundering

Klingbeil also wants to step up the fight against money laundering, but is not pursuing the establishment of a new authority that was once envisaged. Instead, new investigation units are to be created within the existing customs structures. The previous "traffic light" federal government had wanted to create a federal office to combat financial crime. This is now not to happen.
