Cannabis cultivation clubs are allowed to legally grow the intoxicating plants under certain conditions. How has the number of clubs in Saxony developed in comparison to the other federal states?

Around two years after the partial legalization of cannabis, 25 cultivation clubs have been established in Saxony. According to a survey by the Redaktionsnetzwerk Deutschland, there are 413 associations nationwide.

In relation to the population, Saxony is in the middle of the federal states with a figure of 0.62 approved cultivation clubs per 100,000 inhabitants. In Saxony-Anhalt, the figure is 0.75 and in Thuringia 0.29 cultivation clubs per 100,000 inhabitants.

Lower Saxony leads the nationwide ranking with 1.06 approved grow clubs per 100,000 inhabitants, followed by Hamburg (0.91) and Brandenburg (0.82). Bavaria has the fewest associations per 100,000 inhabitants with 0.07.

37 applications submitted in Saxony

The partial legalization of cannabis has been in force nationwide since 1 April 2024. Since then, adults have been allowed to consume limited amounts of cannabis and grow it at home for their own use. Associations have been able to submit applications for cannabis cultivation associations since July 1, 2024.

According to the data, 37 applications have been submitted and 25 approved in Saxony so far. Not all applications have been processed yet, and some have been withdrawn, according to nationwide reports.

One of the requirements for cultivation clubs is that they must prove that they only supply cannabis with a limited THC content to club members of legal age in a controlled manner. THC is the intoxicating part of a hemp plant.
