Out of concern for animal welfare and the health of the companions, Saxony is no longer authorizing animal transports to the Middle East for the time being.

Saxony has stopped all transports of livestock to the Middle East for the time being. The reason for this is the current fighting in the region. "The welfare of the animals during transportation and, not least, the health of the accompanying employees cannot be guaranteed at present," explained Social Affairs Minister Petra Köpping (SPD), explaining her government's decision. For this reason, the sale of livestock to countries affected by the war and to neighboring countries must be suspended for the time being.

War operations can lead to delays

According to Köpping, incalculable delays or even detour of the transports could significantly increase their duration. "This significantly increases the risk of stress, injury and suffering for the animals. This is unacceptable."

Regulation applies until the travel warnings are lifted

The Ministry of Social Affairs is involved in the approval process for such transports. It has instructed the Saxon veterinary authorities by decree to reject such applications due to the current situation. This affects the transportation of livestock to Israel and the Palestinian territories as well as to the following countries: Lebanon, Jordan, Syria, Iraq, Iran, Bahrain, Kuwait, Oman, the United Arab Emirates, Saudi Arabia, Qatar and Yemen. Clearance remains prohibited for as long as the travel warnings issued by the Federal Foreign Office remain in place.

According to a ruling by the European Court of Justice, the EU animal welfare standard for the transportation of animals in third countries must not end at the EU's external border. The regulations must be complied with for the entire duration of the journey to the destination.

According to the Ministry of Social Affairs, 231 breeding cattle were transported from Saxony to the Middle East last year, and 600 cattle in 2024. There have been no transports so far this year.
