Cannabis clubs are relatively slow to get off the ground in Saxony. There are several reasons for this.

To date, 23 cannabis clubs have been licensed in Saxony. This was announced by the Saxony State Directorate on request. Since summer 2024, it has been possible to grow cannabis collectively in Germany and pass it on to club members. Cultivation is subject to a whole range of conditions regulated by the Cannabis Act.

On 1 April 2024, the use of cannabis was legalized nationwide under certain conditions. However, the partial legalization of cannabis passed by the then traffic light federal government is controversial.

Locations as a challenge

Very little was harvested in 2024: only one association was able to reap its first harvest, around 680 grams of cannabis. The other cultivation associations had either not yet received permission or had not yet started cultivation. No figures are yet available for 2025.

A further reason for the rather slow start, according to the state directorate, could be that the cannabis cultivation associations are currently failing to find suitable locations that meet the legal requirements.
