Record levels of poverty: 13.3 million people affected in Germany. Saxony is slipping further into poverty - but the differences between the federal states are enormous.

The poverty rate in Saxony has risen slightly according to a new report by the Paritätischer Gesamtverband. From 2024 to 2025, this rate rose by 0.6 percentage points to 16.7 percent in the Free State, according to the poverty report. This means that around one in six people in Saxony live in poverty.

The association considers people to be poor if they have less than 60 percent of the median income available to them. In contrast, the Federal Statistical Office, which had already published the figures in February, only speaks of the risk of poverty above this threshold in line with the EU standard.

Germany-wide, the poverty rate is at a new high. According to the figures, 13.3 million people were living in poverty in Germany last year. This means that the poverty rate has reached a "sad record" since 2020. In none of the previous years had so many people been affected by poverty.

The regional differences are large, the report continued. For example, Bavaria and Baden-Württemberg have the lowest poverty rates, at 12.6 and 13.2 percent respectively. The highest proportions of people at risk of poverty are found in Bremen (27.5 percent), Saxony-Anhalt (21.3 percent) and the city states of Hamburg (18.9 percent) and Berlin (18.7 percent).
