Infrastructure, education or housing construction: The Sächsische Aufbaubank (SAB) approved around 2.6 billion euros in funding last year, according to the Leipzig-based development bank. "Despite a challenging environment, we were able to implement effective funding and financing for municipalities, companies and private investments in 2025 while remaining financially solid," said Katrin Leonhardt, CEO of SAB. In the previous year, the figure was 3.4 billion euros.
Focus on infrastructure
In 2025, the focus of funding was on infrastructure with 818 million euros. The focus was particularly on measures in the lignite mining regions, urban development funding and municipal loans. This was followed by 753 million euros for economic development.
The SAB provided 453 million euros for the areas of education and social affairs. Among other things, funding was provided for educational infrastructure, training and further education as well as projects for social cohesion. The housing sector received 367 million euros for the modernization of housing, energy-efficient and low-barrier measures and social housing promotion for owner-occupied homes, among other things.
