Strong differences in construction activity in the East

From construction boom to stagnation: the construction industry in the east will present a mixed picture in 2025 - with clear differences between the federal states.

The construction industry in Brandenburg, Berlin, Saxony and Saxony-Anhalt developed very differently in the first half of 2025. While Brandenburg and Berlin recorded significant growth in orders and turnover, the results in Saxony and Saxony-Anhalt were mixed. This is according to figures published by the Construction Industry Association East.

"At the end of the first half of 2025, construction companies recorded an overall better demand trend than in 2024, which was already apparent in the first quarter, continued in a weaker form in the second quarter, but no longer included all segments," said Managing Director Robert Momberg.

Brandenburg: commercial construction grows particularly strongly

In Brandenburg, incoming orders rose to 2.4 billion euros - a nominal increase of 70.7 percent compared to the previous year. Adjusted for prices, the increase was 65.9 percent. Growth was particularly strong in commercial construction, where the volume of orders more than doubled. Turnover also increased slightly: revenue climbed to just under 1.7 billion euros, a nominal increase of 2.7 percent.

Berlin: residential construction booming

The main construction industry in Berlin also recorded strong growth. Incoming orders rose by more than a quarter to just under 1.8 billion euros. Demand was driven in particular by residential construction with an increase of 53.2 percent and public construction. Turnover increased nominally by 4.2 percent to around two billion euros. Adjusted for prices, it remained almost stable.

Saxony: Declines in residential construction

The picture was different in Saxony: although the order volume rose to 3.3 billion euros, a nominal increase of 5.3 percent. However, demand came exclusively from commercial construction, while declines were recorded in public and residential construction. Turnover amounted to 2.9 billion euros, 1.5 percent below the previous year on a price-adjusted basis.

Saxony-Anhalt: Public construction slows down development

Saxony-Anhalt reported a slight decline in orders in the first half of the year. At just under 1.4 billion euros, the nominal order volume was 0.6 percent lower than in 2024. Demand in public construction shrank particularly sharply. In contrast, residential and commercial construction developed positively. Turnover grew by a total of 4.5 percent to 1.3 billion euros and increased slightly when adjusted for prices.

The association represents around 260 construction companies with 20,000 employees in Berlin, Brandenburg, Saxony and Saxony-Anhalt.
