The resolution calls for a reduction in energy prices, which are too high compared to the rest of Europe, a reduction in bureaucracy and a fundamental readjustment of education policy. The federal and state governments must "develop a strategy adapted to the federal system in order to make our country competitive and attractive again in the field of education". The latest Pisa study had shown that Germany had lost its leading role in education. It is also necessary to return to a legally compliant federal budget in accordance with the recent ruling of the Federal Constitutional Court.
