Saxony presents a new education and training plan - with a focus on targeted support, child participation and the use of digital media.

Saxony is setting a new course in the nationwide debate on early childhood education. A new "education and training plan" is to be presented at a specialist conference in Dresden this morning. It is no coincidence that the Free State is putting education first. "Education is a process that builds on upbringing. The federal law therefore describes the funding mandate in daycare centers as a triad of upbringing, education and care - in that order," Minister of Education Conrad Clemens (CDU) told the German Press Agency.

The minister is convinced that even more can be achieved in early childhood education. This would require a mandatory examination of four-year-olds and a plan for more targeted support. In 2006, Saxony was one of the first federal states to develop an education plan as the basis for educational work in daycare facilities and to enshrine it in law. "We have now evaluated and updated this plan, involving over 6,500 people in total."

Many pre-school children have poor German skills

According to Clemens, the new plan includes suggestions for educational practice as well as a focus on the participation of children and the "reflective use" of digital media. The minister also referred to changing circumstances. "If more than a third of preschoolers do not have age-appropriate skills in German, that is just the tip of the iceberg. There are anomalies in pretty much all areas and that is why we are focusing on binding educational goals and better transitions between facilities."

Expert event on the daycare center of the future

At a specialist event on Wednesday under the motto "Daycare centers of the future - elementary education as a starting opportunity", Minister President Michael Kretschmer (CDU) and Clemens discussed the opportunities and challenges of early childhood education in Saxony with representatives from specialist practice, science, politics and administration. According to the Ministry of Education and Cultural Affairs, Saxony's daycare centers are at a top level.

"Saxony is at the top of the national education rankings. To keep it that way, early childhood education must be even more highly valued, as it is the decisive starting opportunity for every child," emphasized Kretschmer. The Free State has a clear financial responsibility in this regard. "Daycare centers need reliable and adequate funding as well as a strong partnership with our municipalities, which carry out this important task on a daily basis."

Children should receive individual support

According to Clemens, the education and training plan focuses on the children. "It offers guidance with clear guiding principles, practical questions for reflection and modern pedagogical approaches, for example on digital education. I would like to thank all educational professionals and childminders who accompany children on their individual development path, are both role models and confidants for them and thus lay the foundation for successful educational biographies."

Plan to come into force in 2027

The new childcare and education plan is due to come into force in 2027. In addition to suggestions for pedagogical practice, its content includes aspects of participation, democracy education, education for sustainable development, diversity, inclusion and the reflective use of digital media.

The plan understands education as a "process that builds on upbringing and describes central guiding principles for the support, education and care of children in crèches, kindergartens, after-school care and day care centers". Different educational and developmental trajectories of children should be taken into account.
