One in five foreign workers is in a high-demand occupation

Nearly one in five foreign workers in Saxony is employed in an occupation with particularly high labor demand. Of a total of approximately 154,000 foreign workers subject to social insurance contributions in the Free State of Saxony, just under 28,000 work in shortage occupations, according to a response from the Federal Ministry of Labor to a question posed by Saxon Member of the Bundestag Zada Salihovic (The Left) (as of December 31, 2025).

Shortage occupations are those in which the demand for workers exceeds the supply. According to data from the Federal Employment Agency in Saxony, the affected occupational groups included, for example, many foreign skilled workers employed in the restaurant industry (around 8,000), in nursing (around 5,100), and in electrical engineering (around 2,600).

Salihovic: Foreign Workers Are Indispensable

Salihovic sees the figures as proof of just how indispensable foreign workers have become for the labor market. “Especially in my congressional district of Saxon Switzerland-Eastern Ore Mountains, more than one in four international skilled workers is employed in a shortage occupation. Nowhere else in Saxony is the proportion this high,” she said. In many places, hospitals, nursing facilities, skilled trades businesses, and industry would have long since ceased to function without these workers.

According to a response from the Federal Ministry of Labor, current figures on the development of the labor force in Saxony are not yet available. However, the forecast for the entire German labor market through 2029 shows that the demand for international skilled workers is high: According to the forecast, there are 4.81 million job openings, but approximately 440,000 fewer people entering the labor market through the education system or immigration.
