There is talk of a “diminishment of power” for European regions. Plans from Brussels to centralize EU funding are not resonating with the “rank and file.” Quite the contrary.

The German federal states, together with their counterparts in Belgium, Austria, and Poland, have warned the European Commission against stripping the regions of their powers. In a letter to Commission President Ursula von der Leyen, they make it clear that the proven European cohesion policy must not be called into question during the funding period from 2028 to 2034. The letter is available to the German Press Agency.

These concerns stem from considerations regarding greater centralization of decision-making at the national level. From the perspective of the federal states, this threatens massive financial cuts in EU regions and, at the same time, a significant loss of autonomy.

Regions want to decide on development independently

“Europe is under enormous pressure in international competition. It is crucial that we strengthen our economy, drive innovation, and ensure our security,” explained Saxony’s Prime Minister Michael Kretschmer (CDU). To achieve this, the regions’ scope for action must be strengthened rather than weakened. However, under current plans, Saxony faces a potential halving of EU funding. “This is a misguided path. That is why we are fighting together to ensure that the regions can continue to decide on the development of their home regions on their own terms in the future. Europe needs strong regions and a focus on citizens, not new bureaucracy.”

European regions face massive loss of significance

According to Kretschmer, continuity and reliability are necessary to avoid jeopardizing the successes achieved. “Saxony has benefited from EU cohesion policy more than almost any other region in Germany. Since reunification, more than 20 billion euros in funding has flowed into the Free State. We have wisely invested this in education, infrastructure, and rural areas.” Therefore, they expect the European Commission to “correct the dangerous course of centralization it has embarked upon” in the ongoing negotiations. Otherwise, the regions face a massive loss of significance.

Call for Mandatory Participation

The signatories of the letter strongly warn that shifting decision-making and steering powers to the national level would undermine the fundamental principles of subsidiarity and partnership. They therefore call in particular for mandatory participation of the regions in future national and regional partnership plans, adequate financial resources for the regional level, and decision-making authority over the use of regionally allocated funds. At the same time, they urge the retention of co-financing conditions and realistic deadlines for the implementation of funding programs.
