Commission proposes far-reaching reform for municipalities

Less bureaucracy, more speed: The Commission wants to radically reduce the chaos of funding and reporting obligations in order to relieve the burden on local authorities.

The reform commission to strengthen and relieve the municipalities proposes a far-reaching redistribution of administrative tasks in Saxony. In its final report, it recommends to the Saxon government an extensive list of measures in the areas of administration, financing and digitization, which should give the municipalities more room for manoeuvre again.

Tasks put to the test

The commission sees a task review, i.e. a fundamental review of the tasks for which the municipalities are responsible, as a central building block. The aim should be for the state to divest itself of everything that does not necessarily have to be performed by the state and to eliminate everything that restricts the municipalities in their self-administration without a compelling reason.

"We have chosen a very radical approach," said Ines Lüpfert, who was part of the commission as an alderwoman in the district of Leipzig, at the presentation in the state chancellery. Instead of working through all the points individually, it would be possible, for example, to remove all reporting obligations and then agree with the ministries which reports are absolutely necessary.

Funding: fewer posts, simpler procedures

The remaining tasks should be funded adequately and in line with demand. The commission proposes replacing complex funding procedures with flat-rate allocations. In addition, long-term projects should no longer require a new application every year.

There are currently 56 funding agencies and 120 funding guidelines, said Thomas Lenk, Director of the Competence Center for Municipal Infrastructure Saxony. "We think that's a bit much, to put it mildly." Lenk set a target of reducing the number of approval offices to five.

Uniform standard solutions for digitalization

In the area of digitalization, the administration could make significant gains in speed and efficiency, said Katrin Leonhardt, CEO of the Sächsische Aufbaubank (SAB). "But first we should clean up, standardize and simplify." We don't need four or five versions of the same procedure, but rather uniform standard solutions. For example, the Free State should create a central service platform that provides services and procedures for local authorities.

The cabinet set up the reform commission last summer. It was tasked with submitting proposals to strengthen subsidiarity, increase flexibility and reduce the burden on the state and municipal levels.
