Taxes: Saxony Aims to Significantly Shorten Tax Audits

The Saxon Tax and Finance Administration aims to speed up tax audits and is breaking new ground in doing so. The Ministry of Finance announced that the goal is to reduce costs for both businesses and the tax administration and, above all, to significantly shorten the duration of audits. “Over one billion euros in additional tax assessments were paid to the tax authorities as a result of tax audits conducted between 2020 and 2025. However, the process is very time-consuming and involves a great deal of red tape for all parties involved,” the ministry explained.

Voluntary Program for Small and Medium-Sized Businesses

This is now set to change with the “Express Tax Audit” (Express-Bp for short) pilot project. Express-Bp is a voluntary program for small and medium-sized enterprises in Saxony, officials said. Under this program, the audit duration for each company—from the start of the audit to its complete conclusion—is not to exceed 90 days. For companies, this means better predictability and planning certainty, allowing them to return to their core business more quickly.

According to the Ministry of Finance, companies are to submit electronic accounting data at an early stage, which will help identify key audit areas. Accordingly, the plan calls for tight deadlines, the option of on-site audits, and timely meetings. Through targeted focus areas, clear structures, and short lines of communication, the audit duration is expected to decrease significantly.

Both the administration and companies are expected to benefit equally

“Tax audits ensure tax fairness and fair competition. At the same time, they must not place an undue burden on companies. With the ‘Express-Bp,’ we are therefore testing a procedure that works faster and with greater focus. Both businesses and the tax administration are expected to benefit equally from this,” emphasized Finance Minister Christian Piwarz (CDU).

The project on tax audits is part of the Saxon state government’s initiative to reduce bureaucracy and modernize the state. 

Average audit duration: 315 days

According to the Ministry of Finance, a total of 5,090 of the 339,019 businesses in Saxony were audited last year. These audits resulted in additional tax assessments totaling approximately 140 million euros. The total amount of additional tax assessments for the years 2020 through 2025 amounts to approximately 1.14 billion euros. In 2025, 453 tax auditors were working for the tax administration. The average audit duration was 315 days.
