The problem is not migration, Neubauer told the "Freie Presse" newspaper. "The problem is men. It is important that we have this debate." Merz had triggered the so-called "cityscape" debate with a statement on the federal government's migration policy: "Of course, we still have this problem in the cityscape, and that is why the Federal Minister of the Interior is now also in the process of enabling and carrying out repatriations on a very large scale." He later became more specific: Those migrants who do not have permanent residence status, who do not work and who also do not abide by the rules that apply in Germany are causing problems, he said.
