More protection for victims: Saxony plans new places for victims of domestic violence and increases counseling staff.

The Saxon government has introduced a law to strengthen protection against violence for victims of domestic violence. "We are providing a needs-based and comprehensive support system," said Social Affairs Minister Petra Köpping (SPD) at the presentation of the draft law in Dresden. "Our goal is to ensure that every woman, really every woman, gets the shelter she needs."

More shelter places and staff in advice centers

The draft, which the cabinet has now released for consultation, provides for the expansion and safeguarding of existing structures.
By 2028, around 19 new shelter places for victims of domestic or gender-based violence are to be created. There will then be a total of 227 places in Saxony's facilities for men, children and women. In addition, more staff are planned for counseling children and young people who are also affected in the shelters.

Staff are also to be increased in the counseling centers for domestic or gender-based violence, human trafficking and perpetrator counseling. The current 67 positions are to increase by 11 percent by 2028.

Köpping referred to the rising number of cases in Germany and Saxony over the years. In 2024, the Saxon police recorded 10,202 crimes of domestic violence, a third more than in 2019. "I think that's a very high number," said Köpping. Women are affected by domestic violence almost three times as often as men.

Saxony is the first state to implement the Violence Assistance Act

Saxony is thus the first state to begin implementing the Violence Assistance Act, which was passed by the federal government at the beginning of 2025. It provides for the expansion of support structures in rural areas. Protection and counseling capacities are also to be made available in rural areas in line with demand. Men who are victims of domestic violence are also included.

The federal government will provide Saxony with a total of 120 million euros over the next ten years. For 2027 and 2028, the Free State will receive 11.8 million euros and will have to finance a further 27.3 million euros itself.

The state parliament is to consider the draft from the fall. The cabinet is aiming for the law to come into force on January 1, 2027.
