Leipzig's municipal housing company wants to continue building new apartments. What the difficulties are and what it means for Saxony's largest city.

Leipzig's municipal housing company (LWB) plans to continue creating new living space in the coming years despite high construction costs. More than 2,000 apartments are to be built by 2035, the LWB announced. This makes the municipal company almost the only public welfare-oriented player still building in Leipzig, said Thomas Dienberg, Head of the Building Department and Chairman of the LWB Supervisory Board.

"Housing is and remains the number one issue in our city," said Leipzig's Lord Mayor Burkhard Jung (SPD). Many people wondered whether they would still be able to pay their rent in the future. He is therefore grateful that the municipal company is continuing its construction program. More than half of the new apartments are to be built in the subsidized sector - which means they will be offered at affordable rents.

Around 10 percent of apartments in Leipzig are owned by the LWB

At the end of last year, the LWB had 37,129 apartments - a market share of 10.5 percent in Saxony's largest city. The average net cold rent in the portfolio rose by 2.5 percent to EUR 6.13 per square meter. This is a good one euro lower than the city's comparable figure, said Managing Director Doreen Bockwitz. Mayor Jung emphasized that the LWB had a price-dampening effect in all districts.

The Leipziger Wohnungs- und Baugesellschaft generated a net profit of 10.6 million euros in 2025. In the previous year, it was still 19.8 million euros. The LWB blamed higher maintenance expenses for the decline.
