Chemnitz-Leipzig rail expansion: "slimmed-down" variant looming?

Rising costs are jeopardizing the planned expansion of the Chemnitz-Leipzig railroad line. Is there a threat of a slimmed-down solution without electrification and double-tracking?

The expansion of the rail link between Chemnitz and Leipzig could take place on a much smaller scale than previously planned. This was confirmed by the Ministry of Infrastructure in Dresden in a response to a small question from Green Party member of state parliament Katja Meier.

According to this, the current cost estimate of the rail subsidiary DB InfraGo AG for the expansion of the northern section of the line from Leipzig to Geithain is now 1.32 billion euros. Originally, cost estimates had stated an amount of 750 million euros.

Back in April, the Chemnitz rail initiative warned of a further cost explosion and considerable cutbacks in the expansion of the line and referred to the new estimates.

The Ministry of Infrastructure cites "the fundamental increase in planning and construction costs in recent years" as the reason for the higher cost estimates compared to 2024.

The estimated sum provides for a continuous double-track expansion of the line section as well as electrification. According to current estimates, even a single-track variant would exceed the previously estimated cost framework. DB InfraGo AG puts the estimated cost of this at 995 million euros, according to the report.

Ministry: Estimates are subject to uncertainties

The rail initiative had expressed fears that this could result in a significantly slimmed-down version - for example with only a few passing places or even without electrification.

In her response, Saxony's Infrastructure Minister Regina Kraushaar (CDU) remains vague on the details. The aim remains a 30-minute interval "during rush hour". The only thing that is clear is: "A reduction in the scope of the expansion will necessarily lead to an adjustment of the perspective operating concept along the Leipzig - Chemnitz expansion route."

According to the ministry, estimates are subject to uncertainties. This is precisely why a feasibility study was commissioned in March to find out what is possible within the existing budget. This study is currently being evaluated. The northern section Geithain-Leipzig is to be financed from funds for structural change in coal regions. To date, around 500 million euros have been made available for this purpose.

Greens: "Salami tactics" in information policy

Katja Meier, who is also transport policy spokesperson for the Green parliamentary group in the state parliament, criticizes the state government's "salami tactics" in its information policy on the long-planned expansion of the rail link. "In the end, a slimmed-down solution threatens to be sold as having no alternative," fears the Green politician. "This is a way of squandering trust and creating frustration among people."

Instead of looking for solutions within the limits of the current budget, Meier is calling on the state government to lobby the federal government for additional cost compensation.
