People who are in debt should not have to worry about paying their rent or electricity bills. There are specific accounts designed for this purpose. Social Affairs Minister Köpping says that the protections afforded by these accounts need to be better enforced.

Social Affairs Minister Petra Köpping has called for more effective protection of accounts exempt from garnishment. “Even in financial distress, people must have access to the funds needed for rent, electricity, food, or medication,” explained the SPD politician. “If legal protections are not consistently enforced, this can directly endanger the livelihoods of those affected.” 

There is a need for uniform nationwide standards for banks, better training of their employees on the current legal situation, and effective sanctions for violations. This is because, despite clear guidelines, there are recurring problems with the conversion of checking accounts into so-called P-accounts. With such an account, a fixed monthly amount is protected from garnishment for those affected.
