Saxony must reduce the number of its civil servants. This is not just a financial issue. As a result of demographic developments, there are also fewer staff available.

The planned modernization of the state in Saxony should not be carried out on the shoulders of the staff, according to the SPD. Rather, SPD leader Henning Homann sees modernization as a prerequisite for long-term personnel planning. The aim is to reduce the state's tasks and use digitalization to ensure that the administration can manage with fewer staff by 2040. This should not lead to work being condensed. "As the SPD, we stand by our word on this."

Job guarantee for civil servants

"There is a job guarantee for the people who work in the administration. There will continue to be new appointments in the future, but we will find ourselves in a situation in the 2030s in particular where we will no longer have to fill all vacant positions due to retirement as a result of administrative modernization," said Homann. The demographic trend means that we will have to make do with fewer people. The reduction in personnel is to be achieved through retirement.

Nearly 9,000 jobs to be cut by 2040

At a recent cabinet meeting, the government agreed to cut nearly 9,000 jobs by 2040. In total, there will then be around 80,000 civil servants in the state. The job cuts are not to be carried out using the "lawnmower method". According to Homann, the current 30,284 teaching positions in Saxony are to be kept constant until the end of the 2031/2032 school year in view of the shortfall in teaching at Saxon schools.

The government is also planning to take on new debt of around 1.4 billion euros over the next two years. This means that the framework stipulated by the Basic Law has been exhausted. The CDU had long opposed taking on debt. However, head of government Michael Kretschmer (CDU) explained that the state and local authorities must be kept capable of acting. Half of the money is to flow into the core budgets of the municipalities.

SPD leader sees Saxon government capable of acting

Homann saw the agreement of the CDU-SPD minority government as proof of its ability to negotiate. It has proven that it can "sort things out calmly behind closed doors", said Homann. The intention now is to stick to the schedule and present the government's draft for the double budget by the summer break. The SPD chairman was confident that the budget could be passed by the state parliament by the end of the year. The worst thing that could happen would be new uncertainty, he said.
