The federal government is satisfied with its decisions. “The center delivers,” says the chancellor. His party colleague from Saxony sees things a little differently.

Saxony’s Minister President Michael Kretschmer considers the decisions made by the CDU-SPD coalition in Berlin insufficient to overcome Germany’s economic weakness. “These are only first steps in the right direction,” Kretschmer told *Die Welt*. “To bring about a real improvement in the economic situation and a
shift in sentiment, we are still very far from a package of measures that will truly bring about an economic upswing,” the CDU politician emphasized.

On Friday, the CDU-SPD coalition pushed the Savings Act for statutory health insurance funds and the Building Modernization Act—which includes new rules for heating—through the Bundestag and Bundesrat. The coalition also intends to fully implement the recommendations of the Pension Commission. In the coalition committee, the CDU/CSU and the SPD also agreed on a reform package including tax relief for low- and middle-income earners starting in 2027, as well as measures related to employment and reducing bureaucracy. “The center delivers, it works, and above all, it fulfills the mandate set forth in our Basic Law,” Chancellor Friedrich Merz (CDU) emphasized on Thursday in the Bundestag.

Kretschmer: Much More Needs to Be Done

“Things are moving forward. But now we must all insist together that
much more needs to be done,” Kretschmer cautioned. In his view, the coalition in Berlin has primarily decided to adjust government spending to
shrinking economic strength and declining tax revenues. “But a fundamental reform that could truly make us competitive and restore us to our position as the world’s leading exporter has not yet been set in motion.” The Minister-President noted: “Berlin is failing to make the decisions that are necessary.”

“A Path to Freedom” Against Regulations

In discussions with the SPD and labor unions, it’s clear that there’s a lack of awareness of just how rapidly Germany’s economy is declining, Kretschmer criticized. “What we need now are substantive decisions for a different energy policy, a different climate protection policy, and a different
relationship between citizens and the state. I don’t see any of that.” He added that new regulations are constantly being created instead of taking decisive action to break free from the current situation. “We need a ‘corridor of freedom,’ in Berlin as well as in Brussels—less
regulation,” Kretschmer demanded.

Coalition Wants to Avoid ‘Summer Slump’ Debates

Over the weekend, top politicians from the coalition factions appealed to CDU/CSU and SPD lawmakers not to instigate unnecessary debates during the parliamentary summer recess and to conserve their energy for implementing reforms in the fall. The parliamentary secretary of the CDU/CSU parliamentary group, Steffen Bilger (CDU), told the *Rheinische Post*: “Especially during this phase, the motto should be: Better to take a breather than to keep hammering away.” In the fall, he added, it will be important to “tackle the tasks ahead with renewed energy.” SPD parliamentary group secretary Dirk Wiese told the newspaper: “We’re happy to leave the ‘summer slump’ debates to the opposition.”
