A sharp rise in social spending, new rules. Saxony’s Minister-President Michael Kretschmer is applying pressure to ensure that municipalities are no longer left to bear the additional costs.

Saxony’s Minister President Michael Kretschmer (CDU) has called for talks on a financial pact for local governments to be held at the highest level. “They must not continue to take place at the staff level; ministers and state secretaries need to be at the table,” Kretschmer told the German Press Agency in Dresden. 

The “whoever orders, pays” rule will apply from now on

On Thursday evening, the federal and state governments agreed on a financial reform aimed primarily at easing the burden on municipalities. The agreement now reached follows the rule: “Whoever orders, pays.” The CDU, CSU, and SPD at the federal level had agreed in the coalition agreement to be guided by the principle of “causal connection.” A restructuring of federal-state finances has been under discussion for months.

Municipalities are suffering from sharply rising social spending

The new regulations are intended to curb the sharp rise in social spending by municipalities. Until now, municipalities in particular have been facing increasing additional costs due to so-called “service laws” enacted at the federal level. This applies, for example, to child and youth welfare, integration assistance for people with disabilities, and the Participation Act aimed at strengthening the social participation of people with disabilities. 

Bringing the Agreement to Life Now

“Now the whole thing must be brought to life,” said Kretschmer. Sometimes, he noted, progress can only be made step by step. “We were able to assert our interests on behalf of the municipalities vis-à-vis the federal government. The annual deficit is 30 billion euros. That is the scale now being discussed in the pact for municipalities.”
