Minister Sees Benefits of an Elbe Barrage Near Decin

According to Saxony’s Environment Minister Georg-Ludwig von Breitenbuch (CDU), a barrage on the Elbe River near Decin in the Czech Republic would bring the Free State of Saxony primarily benefits. During a debate in the state parliament this morning, the minister referred to a “good offer” from the Czech side. He said that if water flowed more evenly in the Elbe and there were not such large fluctuations as there are now, it could only benefit the river’s ecology.

Minister sees no reason for dramatization

A more consistent flow would also lead to a more consistent availability of water, von Breitenbuch argued. It’s not just about drinking water; wastewater from treatment plants must also be diluted repeatedly. The Czech Republic already has ten barrages and impounds water in the Bohemian Basin. A new barrage would be the only one between Decin and Geesthacht. He considers dramatizing the plans (“dredgers and concrete”) to be misguided.

Von Breitenbuch made it clear that an environmental impact assessment would be conducted and that everything would then be carefully reviewed. At the same time, he expressed understanding for the wishes of the Czech neighbors. The Czech Republic wants to invest 330 million euros and try to keep the Elbe navigable 300 days a year. Good neighborly relations with that country are essential.  

Saxony shifts from its previous stance on the barrage

With this stance, the Saxon government is moving away from its previously strict opposition to a barrage near Decin. The primary concerns cited for this opposition were risks to the environment and water quality. Specifically, there were fears of negative impacts on biodiversity and nature conservation. Concerns were also raised regarding fish populations. It had previously been argued that any shortening of the fish migration route in the Elbe would lead to a deterioration of their habitat. 

Strong Criticism from the Greens

The debate had been requested by the Greens for the “current affairs” segment. They strongly criticized the expansion plans for the Elbe. The river does not need further development, but rather better protection, said former Environment Minister Wolfram Günther. Dredging, deepening, and groins would not bring a single additional liter of water into the Elbe, but would increase the flow velocity and accelerate depth erosion. 

“Anyone who continues to dredge the Elbe is robbing our natural environment and the region’s water supply of water. This affects drinking water, agriculture, and industry,” argued Günther.
