BSW wants clarification on the German operational plan

The Operational Plan Germany is a concept for defense. It regulates the role of the Bundeswehr and its interaction with civilian authorities. But what impact does it have on the population?

The Sahra Wagenknecht Alliance (BSW) in the state parliament is calling for clarification on Operation Plan Germany - a concept for the military defense of the Federal Republic of Germany. "The state government should disclose what this plan means in concrete terms for the people of Saxony," said Nico Rudolph, member of the state parliament. Because so far it is completely unclear how deeply the measures of the operational plan will affect the lives of citizens.

The Operational Plan Germany - OPLAN for short - was presented at the end of January 2024. Its details are secret. André Bodemann, Commander of the Territorial Command of the German Armed Forces, explained that the Bundeswehr was preparing for the defence of Germany as a whole through better networking with security authorities, disaster control organizations and industrial companies.

More than 170 questions on the Operational Plan Germany

The BSW parliamentary group in the Saxon state parliament has now submitted a major interpellation on the subject, asking more than 170 questions on the possible impact of the plan on Saxony. Among other things, the questions relate to interference with citizens' basic rights, the use of civilian infrastructure, obligations for companies, the financial burden on the state and local authorities and planned protective measures for the population.

For Rudolph, the operational plan is not just a federal security policy issue. It also directly affects state policy - for example in terms of disaster control, public infrastructure and local self-government.

BSW concerned about "militarization of the public debate"

"We are currently observing an increasing militarization of the public debate. The term 'war capability' is being made socially acceptable. Democratic control and transparency are indispensable, especially in times of crisis, instead of blind obedience to external NATO directives," said Rudolph. We are not only calling for more transparency, but also a fundamental change of course away from confrontation and armament towards de-escalation, diplomacy and civil society resilience.
