Implementation of EU Reform: Saxony Opens Migration Center

Behind the cumbersome name “secondary migration center” lies a clear principle: Anyone who has already applied for asylum in another EU country must return there.

Saxony has opened a so-called secondary migration center for asylum seekers who are to be transferred to other EU countries. The goal is to implement the new Common European Asylum System (CEAS) as quickly as possible, said Interior Minister Armin Schuster (CDU). “And the secondary migration centers are a key instrument of the CEAS.”

The facility has been operational since July 1 at the site of the former state departure center in Dresden, though no one has yet been housed there under the new regulations. Up to 400 spots are available for people whose asylum proceedings fall under the jurisdiction of another EU member state or who have already been recognized as eligible for protection in another member state.

Permission Required to Leave the Center

Under the new rules, residents at the center in Saxony are required to register and remain on the premises. Anyone wishing to leave the fenced-in grounds must obtain permission and state a reason, such as a doctor’s appointment or a walk. This should also be possible on short notice. Schuster emphasized, however: “What you see here is not detention.”

Classrooms and Childcare, Too

Unlike the State Departure Center, the facility is not only intended for men traveling alone, but also for women and families. That is why there are now also rooms for school classes, childcare, and a women’s café. In addition to their living quarters, all residents have access to common areas, a laundry facility, and areas for play and sports. German language classes and repatriation counseling are also offered on site.

GEAS has been in effect since June 12. The goals are faster asylum procedures, greater solidarity among EU countries, and, in the long term, deportation centers in third countries. The reform was preceded by years of dispute among EU member states over migration policy.
