ADFC Criticizes Cuts to Bike Path Construction in Saxony

The ADFC warns that planned budget cuts could bring bike path construction in Saxony to a standstill. The cycling club is calling on the state legislature to provide significantly more funding.

The ADFC cycling club has criticized significant cuts to cycling infrastructure in the draft budget for the next two years. Infrastructure Minister Regina Kraushaar (CDU) plans to slash funding for bike path construction to 1.3 percent of the total planned road construction budget by 2028, down from 7.4 percent in 2024, according to the ADFC Saxony chapter. 

For 2027/2028, the Ministry of Infrastructure has allocated a total of 4.3 million euros for bike path construction in the draft budget. That is 2.4 million less than in the current two-year budget. According to a previous announcement, the funds are to be used specifically to close gaps in the regional network.

The draft budget allocates 391,100 euros for the construction of bike paths along state highways in 2028—roughly one-third of the amount planned for 2026. This will effectively stifle the construction of bike paths between towns, said Janek Mücksch, chairman of ADFC Saxony. “This is particularly absurd because dozens of kilometers of bike paths will soon receive building permits or can even be built right away.” The ADFC believes this will set back the fully planned bike paths along the S 95, S 109, and B 156 in the Bautzen district, as well as along the S 200 in the Mittelsachsen district, by several more years.

The Ministry of Infrastructure confirmed the accuracy of the figures. A spokeswoman pointed out, however, that funds from the special trust fund are not included in the calculations.

ADFC Calls for 20 Million Per Year for New Bike Paths

“If the state government has its way, safer cycling will play no role in the next two-year budget,” criticized Chairman Janek Mücksch. Kraushaar announces bike paths while simultaneously cutting funding to nearly zero. The cycling club is calling on state legislators to take corrective action. Twenty million euros annually are needed to actually implement projects that have already been planned and are ready for construction.
