Saxony is declaring war on bureaucracy. This has been planned many times before, but now the Free State seems determined. "We have to deliver," says the head of the state chancellery.

The Saxon administration is to become leaner, more efficient and faster. The aim is to restore trust in citizens, companies and local authorities, explained State Chancellery head Andreas Handschuh on Tuesday after the cabinet meeting. The government had previously adopted a so-called bureaucracy relief package with 32 specific measures. "Our goal is clear: less bureaucracy and less government and at the same time more freedom and more speed for Saxony."

Saxony clearly wants to cut red tape

"Fewer regulations, fewer requirements, more trust for companies, citizens and local authorities," said Handschuh, summarizing the motto. The red pencil will clearly be applied. "With this package of measures, we are committed to further simplifying and significantly streamlining state law." Handschuh assured: "We are taking a close look at our entire state law and looking at all reporting and verification obligations (...) Half of all reporting and documentation obligations will be eliminated by 2027."

Head of the State Chancellery speaks of noticeable relief

"Be bold, try out new things and learn from the results," said Handschuh, formulating the claim. This is particularly important for regions undergoing transformation, such as the Central German lignite mining region, Lusatia and south-west Saxony. The head of the State Chancellery announced tangible relief - "step by step, but with a clear direction and a high level of commitment". "We will make 150 legal changes to replace the written form with text form. Simple emails will then suffice."

"We have to deliver."

In contrast to previous efforts, Handschuh believes that it will work this time. On the one hand, the pressure to act is much greater and, on the other, the bureaucracy is now excessive. It is important that Saxony remains capable and efficient. "We have to deliver (...). We want to get ahead of the wave and not be a follower." He was confident that the Gordian knot could be cut together with the leading associations. This would create the basis for tangible relief - "step by step, but with a clear direction and a high level of commitment".

Citizens should also feel tangible relief. "State regulations that require certified copies, transcripts, birth certificates, photographs or certificates of good conduct will be abolished or significantly simplified where legally possible," it said. The comprehensive replacement of the written form is being driven forward.
